The H.E.A.R.T.S. Connection Family Empowerment Center is staffed by parents and family members of children with disabilities and/or special health care needs. Staff in the Family Resource Center provide families with parent to parent support, advocacy, training and assistance, resource coordination and information. Our staff are also available for consultation and training for professionals who serve families with children who have special needs.
Our services and resources are available for both the English and Spanish speaking communities in Kern County. The staff in the Family Resource Center can help you to locate local resources that may benefit your child and family. We are also linked with statewide resource organizations.

Some kids seem to have trouble handling the information their senses take in—things like sound, touch, taste, sight, and smell. Besides these common senses, there are also two other less well known ones that can be affected—proprioception, or a sense of body awareness, and vestibular sense, which involves movement, balance, and coordination.
The issue of when and how to begin toilet training can be particularly challenging for parents of children with special needs. The sense of accomplishment when they do succeed in this important aspect of self-care can make an enormous difference in their level of self-esteem.
